In Venezuela, officials confirmed today that firefighters have completely extinguished a blaze at the refinery that killed nearly 50 people. Chavez announced the creation of a 23 million fund to help pay the clean up in the region. Also, Colombian President Juan Manuel Santos announced that the government will begin peace talks with FARC rebels in an effort to end the five decade conflict. And former Peruvian President Alberto Fujimori returned to prison after undergoing surgery on his tongue. Fujimori is serving a 25-year prison sentence for overseeing death squad murders between 1990-2000.
