President Hugo Chavez’s inauguration will be postponed until a later date. The National Assembly voted yesterday to give the ailing leader more time to recover from his cancer surgery. Opposition leaders say the government is violating the constitution.  The Colombian Navy intercepted a submersible in the Pacific Ocean yesterday they believe could be used by drug cartels to carry up to five tonnes of cocaine. The craft had no cargo or crew members on board.  A dry spell in the northeast of Brazil is killing livestock, crops and threatening water supplies. Residents say this is one of the worst droughts they’ve seen in 30 years.  Mexicans turned in their guns to police yesterday in exchange for computers, tablets and educational materials at a gun control event in Mexico City. Police collected over 1,300 weapons.
